Bring It On: Loc Muinne is a short side-quest featured in the third Witcher 2 Enhanced Edition chapter.
The quest can be activated during your first visit to the city, if you read the notes posted on the board near the inn.
After you activate the quest, you can complete it immediately and earn the corresponding amount of experience points, as well as some Orens.

“Geralt came across an interesting notice on the board on the city square. A certain individual had challenged all those brave enough to an arm wrestling duel.
The witcher wan no weakling and he enjoyed plebeian pastimes, so he took special note of the challenge.”

For this specific quest, you have to defeat only one challenger in an arm-wrestling match. His name is Mighty Numa, and he can be found near the tower in the town center.
Look for a skinny vendor named Marcus and next to him you will see character with multiple tattoos.
After you talk to him, you will be able to challenge Numa to an arm wrestling match; however the trick is to bet the minimum amount, because you cant win the first round since Numa is cheating.
After he takes your money, talk to him again and intimidate him.
If you succeed, challenge him again and bet the maximum amount. Assuming that you know the rules, you wont have any problems in defeating Numa.
Take the coins, as well as the small reward he offers if you dont tell his secret regarding the steroids; to complete Bring It On: Loc Muinne.
