To use the cheat/exploit follow the next steps:
Reach the area between Novigrad and Velen, and scout the western shore in order to find Ursten and Widows’ Grotto.
South of Widows’ Grotto you should see three islands. Move south in order to find a wooden dock close to the village known as Ursten.
The waters in this area are filled with Drowners, but what’s more important is that these Drowners spawn constantly.
In other words you don’t have to meditate. All you have to do is to dive and start shooting the Drowners that appear around you, thus earning XP points.
Since you have unlimited arrows and the crossbow can be used to kill a Drowner with one arrow, all you have to worry about is to restock on air when you run out.
