Splinter Cell Blacklist Briggss 4th Echelon Missions can be obtained by speaking with Isaac Briggs or via the SMI menu. His missions can only be played in Coop, with a partner.
There are four Briggss 4E missions and they are story based, unlike the other 4E missions where you need to complete the same objective.
There are some achievements that you can get during these missions, and depending on how you played so far you can even unlock the achievements related to collectibles.
The following Splinter Cell Blacklist guide reveals the locations of the collectibles found in Briggss missions and it should be used in the same order to get them in the first playthrough, considering you need a partner for the missions.
Smugglers Compound Mission Description

High Value Target
After you get through the first area with enemies, you and your partner need to rappel down. Your objective here is to reach the bridge and plant explosives on two trucks. The High Value Target is on the bridge, along with a few more enemies.
He is protected against gas and electric shocks, so a good strategy is to grab him from behind while the other player incapacitates the enemy that hes talking to the HVT.
Blacklist Laptop
After you and your partner use the ziplines you reach the area where you can find both the Blacklist Laptop and the Dead Drop.
You can first clear the area or you can go straight for the Laptop. It is in a room beneath the sniper in the higher building.
Dead Drop Flash Drive
The Dead Drop is in the warehouse with the second sniper, below his position. Be aware of the heavy guard thats patrolling inside and also of the dog thats outside.
Missile Plant Mission Description

Dead Drop Flash Drive
Escape from the first courtyard and then dual breach the door to reach the second courtyard. The Dead Drop collectible is in the truck thats at the gas station.
Wait for the enemies to leave and after you clear the two snipers you can go to get the flash drive.
Blacklist Laptop
Once you get inside the facility and you have a clear view of the missile your objective is to secure the warhead. By now you should see the Blacklist Laptop icon through the walls. It is inside a control room thats on the left side of the hangar/loading area.
It is recommended to first get rid of the enemies that are on the higher levels so they cant spot you when you hack the laptop.
High Value Target
In order to secure the warhead you have to follow some steps after the room is clear. However, more enemies are spawned when you follow Charlies instructions.
Play until the third step, retracting the missile, which must be done together with your partner.
Once you activate the controls, the High Value Target will spawn among the enemies in front of you, on the highest catwalk.
Voron Station Mission Description

High Value Target
You cant find any Splinter Cell Blacklist collectable in the first courtyard, hence you need to get past the enemies to reach the second courtyard.
The HVT is patrolling here, mostly on the left side near the truck or near the heavy soldier with the shield that is guarding the gate.
You need to neutralize all the guards, but pay attention not to alert them and kill the High Value Target by mistake.
Dead Drop Flash Drive
Next you have to open the gate. After the short cutscene, dont run toward your objective yet, because the Dead Drop collectible is on the balcony to your left, just past the ammo and equipment supplies.
Blacklist Laptop
Reach the roof and then get inside. In order to find the Blacklist Laptop you need to go a floor lower, past the floor with the drone operator.
As soon as you are on that floor head left, through the vent and into the bathroom. Theres an enemy in the room next to you, so track his movements using your goggles. When he leaves you are free to hack the laptop.
Abandoned City Mission Description

Dead Drop Flash Drive
For the first collectible you need to get inside the hospital and then rappel down with your partner. You end up on different floors, but both of you should work in clearing the room. Once youre done, dual breach the door to find the staircase.
Even if you saw the Dead Drop indicator earlier while you were in the room, you couldnt get it, because its actually behind the door. Use the pipe and the ledge in the broken ceiling to reach its position.
High Value Target
The High Value Target is in the next room, where you need to cut the power. He is patrolling with another soldier on the same level/catwalk, hence its better to neutralize them at the same time with the help of your partner.
Blacklist Laptop
Play until you can access the laboratory.
The Blacklist Laptop is on the desk thats in the area overlooking the lower section of the lab. Walk slowly, because there are two enemies at this desk working on the computers.
