After you complete the main-mission called Burned from Memory, you will be able to start your first Prototype 2 //Blacknet side-mission in Red Zone, a mission named Operation: Spotted Cat.
Operation: Spotted Cat features three different phases, and the terminal you have to find is Terminal 9.
This specific terminal is located in Chinatown (Map Coordinates: 482,442).

The terminal is on the ground and is protected by several Blackwatch soldiers. Keep in mind that you are in the Red Zone now, which is a conflict-zone. Stay alert all the time and try to avoid the ground.
When you reach the ninth //Blacknet terminal access it to retrieve the information about Dr. Rajiv Kureshi.
Now, climb one of the buildings and using your hunting ability, locate Kureshi. Look for him on the street near an arcade saloon (Coordinates 595, 527). Consume him quickly to unlock the first phase of the side-mission, named Gentek Support 14-A:
Gentek is escalating its more controversial research. Kill all scientists involved in these experiments.
After you talk to Dana Mercer, head to Downtown and consume the marked Blackwatch Trooper (Map Coordinates: 657, 670) while in stealth mode. Pay close attention to the soldiers patrolling around him.
After you assume the troopers form, follow the Blackwatch Patrol and kill the Infected that attack you. Use a weapon not Hellers powers because you will lose your disguise and fail the mission. Continue to follow the squad and take out all Infected marked on your screen. Eventually, you will reach the scientists you must consume.
Near them you should also find a Blackwatch Trooper with a yellow sign above his head (Sanjay MCelroy). Make sure you consume him too, in order to unlock Suppression 12-F.
After you kill all scientists, and Sanjay MCelroy, return to Terminal 9. Access it again to update Suppression 12-F, and talk to Dana Mercer.
Your next objective is to reach Base India Six Niner (Coordinates: 738,602) and find Rottweiler; however to lure him out, you must kill multiple Blackwatch Troopers.
How you handle this situation depends on your playing style; however a good idea is to use Hellers Pack Leader ability and summon several Brawlers to clear the area. When all soldiers are dead you will have to destroy a series of military vehicles, including tanks and helicopters.
Remember that you can command your Brawlers by holding LT on a target, and by pressing RS to issue your command. Try to use only Brawlers to take out the vehicles and kill the soldiers to keep your pets alive. In one of the tanks you will find Rottweiler. Consume him and, exit the alert zone quickly.
Return to Terminal 9 and access it for the third time, to get Sgt. Raoul Whiteheads records.
Next, look for him inside the small base located on the western Chinatown (Coordinates: 459, 607). Consume him, to unlock Stronghold 9-B.
For the final phase of the mission you have to investigate a Whitelight Facility (Coordinates: 485, 847).
When you approach the base, make sure you use a car to destroy one of the turrets (bonus experience points), then get inside and clear the first room. Stay alert because in the second room some of the guards are Evolved.
Once you get inside, you will have to destroy five Whitelight Barrels, using the incinerator. Open it first, and then release some Brawlers to keep the guards and the Evolved busy while you destroy the marked barrels.
Take out the remaining forces, and then exit the compound to complete Operation: Spotted Cat. The next side-mission is Operation: Long Horizon.
