Lightning Returns: Final Fantasy XIII Chocobo Cheer is the first side-quest you should complete after you heal your Chocobo in The Wildlands, because Lightning needs to help the bird recover his strength.
By completing Healing an Angel main-quest, and Saving an Angel side-quest, your Chocobo will be able to walk; however, the bird’s ability to glide is locked, since the Chocobo’s wings are tied up by bandages.
To remove the bandages you must finish Chocobo Cheer.
The Chocobo Cheer side-quest featured in the video game requires your presence in Jagd Village, and the following guide explains how to get there, and how to complete the quest.
Quest Details
Description: “Nadia of Jagd Village tells Lightning about a rare medicinal herb that works well on Chocobos. It is called Yeul’s flower, and she has heard that some specimens are blooming near the ruined city to the east. The flower start to lose its potency almost from the moment it is picked. The Angel of Valhalla should be taken to the flower, rather than the other way around.”

Quest Walkthrough
Jagd Village is located NW from Canopus Farms and NE from Jagd Woods. Since you have the Chocobo, travel to the area, but make sure you get there between 6 AM and 10 AM.
Very close to the Forge in Jagd Village you should see a corral where the Chocobos are being held. In the middle of the same corral stands a girl named Nadia, wearing a brown shirt.
Notice the large tattoo on her hand. Talk to her and she will tell you that you have to find Yeul’s Flower that can be used to fully heal your Chocobo.
While there are many Yeul’s Flowers in The Wildlands, you should follow Nadia’s instructions and find the one inside City of Ruins.
Following the same path you have used to locate the Chocobo (The Angel of Valhalla main-quest) head to the City of Ruins, and then to the easternmost point.
On your map, it looks like a dead end. Look for the flower glowing on the ground, and make sure you don’t dismount. Yeul’s Flower must be picked up while riding the Chocobo. Now, head back to Nadia’s village and talk to her to complete the quest.
Note: After the bandages surrounding your Chocobo’s wings are removed, feed the bird using the items you received for completing other side-quests.
