Lightning Returns: Final Fantasy XIII An Evil Savior is the second main-quest featured in the video game, and it is triggered the moment you enter Luxerion, after your first visit to the Ark.
Once you complete A Different Snow, and talk to Hope inside the Ark, he is willing to teleport you to Luxerion.
The moment you enter the new location, you will begin An Evil Savior, which is a short quest, but to complete it and advance through the main story, it requires two side-quests.
Quest Details
Description: “A grisly scene greets Lightning as she steps into Luxerion. A young girl has been murdered, and the Order’s inquisitors have locked down the area to search for suspects. Lightning should talk to the inquisitor in charge of the investigation to get the blockade lifted – especially in light of the grim message, found near the body: The evil savior will die at the hands of the Shadow Hunter”

Quest Walkthrough
Immediately after the cutscene that starts when you reach Luxerion, a screen appears, showing a new side-quest named Whither Fate.
The side-quest is required if you wish to complete An Evil Savior; however, you can also fail it if you don’t hurry up.
During the side-quest, you will be asked to find several clues, and for one of them you will have to complete another side-quest named Where Are You, Holmes?
So, in order to complete An Evil Savior, first talk to the Inquisitor in in the central area of the starting point, to see what he wants, then focus on finding the clues following the Whither Fate walkthrough; however, make sure that you first get the information from Thorton, by completing the Where Are You Holmes? side-quest.
The moment you have all clues required; thus both side—quests completed, return to the Inquisitor to complete An Evil Savior and Whither Fate.
At this point, the gates will open and you can opt to complete other side-quests in Luxerion, because the next main quest, named In the Shadow of the Heretics, can be played only at midnight.
Alternatively, you can go to the innkeeper and forward the time to 00:00.
