Downtown Halvo Bay is the final testimony of Damon Baird, and it is also the last one in the video game.

After you ambush the Locust, you need to access the rooftops through a damaged building. As youre heading to the ruins, look left to see the logo on a chunk of wall. Behind that wall is another wall that has a red arrow painted on it, and behind it is the COG Tag in the rubble.

In the final section, kill a few Locust enemies and then go upstairs. The logo with the Gears of War Judgment Overlook Declassified Mission is on your right side, on the buildings wall (start it before the first wave).

The Gears of War Judgment Overlook COG Tag is tricky to get since its available during the first wave of enemies, and if the declassified mission is activated, its even harder to find its location.
When the first wave is done, while facing the location of the declassified mission logo, head straight down the stairs and turn right. You should see a newly opened door (the enemies are spawned from this room).
Get inside and go left until to find the COG Tag. Alternatively, you could use the Museum Square Rooftops COG Tag as a reference, since the final section of the chapter is taking place in the exact same place.
From the point you picked up the collectible, turn around to see the room mentioned above.
