BioShock Infinite Chapter 12 is named Return To Hall of Heroes, and it is available once DeWitt backtracks his way from the Hall of Heroes Gift Shop.
Now that he has the Shock Jockey in his possession, DeWitt can use it on the power conduit to summon the gondola that leads to the First Ladys Aerodrome.

Since this is the last time players are allowed to free roam in the current area, it is advised to find all the remaining collectibles.
Voxophone #1
As soon as you get outside, the enemies attack you. Use your new skills on them and then ride the sky-line, to fight even more enemies. Then follow the waypoint until you reach the Soldiers Field area, where you can power up the gondola.
When you exit the elevator, take a look at the tall building, Hotel Soldiers Field. On one of the buildings sides there are two freight hooks that you can use. Attach to one of them to reach the balcony.
Now, use the Shock Jockey on the power conduit to remove the grate so that you may access the apartment. Get inside and then search the bedroom.
The BioShock Infinite Return To Hall of Heroes Voxophone is on the bed next to the dead bodies.

Kinetoscope #1
When you are ready, call the gondola using your Vigor and defeat the opponents. Then board the gondola to reach the First Ladys Aerodrome.
Once inside, clear the way and check behind the scale model of the airship to find the BioShock Infinite Return To Hall of Heroes Kinetoscope.
However, this Kinetoscope shows a duplicate movie.
A City Mourns
Board the airship and then use it to unlock the next chapter, Finkton Docks.
