BioShock Infinite Downtown Emporia is the chapter that begins after Port Prosperity, which represented a transition to the main area.
DeWitt and Elizabeth have to find the way to Comstock House, and for that they have to cross the Downtown Emporia area.
Downtown Emporia (Chapter 29) is probably the hardest area to navigate in the entire videogame, because it features two different paths towards the objective and multiple buildings and shops to explore.
Those who dont want to return later to search for any missing BioShock Infinite collectible should follow the collectibles guide below in the exact same order.
Voxophone #1
When the elevator is damaged, you have to use the sky-line to reach a platform. From the platform you can take two alternative routes to your objective (theres also a bank that can be visited from the platform), one on the right side of the platform and the other on the far left side (both paths are blocked by a locked gate).
But for now, just kill your enemies and then use the sky-line to reach a balcony on the left side of the area (is above the roof level of the structure in the center of the platform).
On the balcony is a locked door, but if you have enough picks, open it and get inside. The first BioShock Infinite Voxophone in Downtown Emporia should be right in front of you, between some wooden crates.

Kinetoscope #1, #2, #3
Get inside the bank (the building from the middle of the platform), and around the corner, in the lobby, you can find the first, the second, and the third BioShock Infinite Downtown Emporia Kinetoscopes next to each other.
However, all of these contain duplicate movies, so you may skip them if you want. Moreover, you will return here later, in the next chapter.

Voxophone #2
When youre ready, unlock the gate that leads to the path on the right (not the one near the vending machines). In front of you should be a damaged store named Hudsons.
You need to get inside the stores basement and check the small room where the sink is, because you can find a code book on the shelf (which will lead to another secret area).
Next, follow your waypoint (as you reach the first Downtown District sign keep an eye out on your right side for a building named Wilson Bros. & Company, because you can find an Infusion inside) until you find a floating building titled Magical Melodies.
On the piano inside is the second BioShock Infinite Downtown Emporia Voxophone.

Telescope #1
After you take the path on the broken street (pass the Magical Melodies building) you should see the entrance to Memorial Gardens. Do not go inside yet, because your objective says to reach Comstocks house, which is around the gardens.
After you take a few steps from the gardens entrance you can see the BioShock Infinite Downtown Emporia Telescope on your right side, near the edge.

Voxophone #3
Find Comstocks house and check the stairs at the base of the smaller statue (Lady Comstocks statue) to find the third BioShock Infinite Downtown Emporia Voxophone.

Voxophone #4
If you remember, at the beginning of the chapter you had two choices regarding your path. Because of that, there is still one part of the area left unexplored, where you can find more collectibles.
Go in the opposite direction from Comstocks house, through the hall/passage, to reach a plaza/square filled with enemies. Near the squares exit point is a small bridge. In the vicinity of the bridge is a building named Café New Eden.
The building has a locked door, and if you manage to unlock it, you can get the fourth BioShock Infinite Downtown Emporia Voxophone thats on top of the counter.

Voxophone #5
The fifth BioShock Infinite Downtown Emporia Voxophone can be tricky to find. Continue heading backwards from your objective until you reach another plaza where you get attacked by enemy snipers.
After you deal with them head inside the building on your left (this building is across the buildings where the snipers were, and it has a billboard on top).
Use the stairs to reach the basement and kill the enemies inside. Behind a chair (right side) and on top of a crate is the Voxophone collectible (check thoroughly, because its hard to see it if you dont wait for the glare).

Pass this point you wont find anything else because you will reach the platform at the beginning of the chapter, so you need to return to Comstocks house to trigger you next objective (unless you already did that when you found the house earlier).
After you get your objective you need to go back to Memorial Gardens to start the next chapter.
Tip: You can use this guide backwards (apart from the first collectible) if you dont want to travel that much, but you have to pay attention and use it at the same time with the guide for the next chapter.
Because of how the area is divided, you can take the left gate after you grab the first collectable, reach Comstocks house entrance, trigger the next chapter, and then use this guide in correlation with the next one from the moment you leave the gardens and until you reach the platform again.
Be advised that in this case you must find the collectables backwards.
