Comstock Center Rooftops is the fourth chapter in BioShock Infinite, and it starts when players enter The Blue Ribbon Restaurant at the end of the previous chapter.
Now that he found some weapons, Booker DeWitt must fight off the enemies he encounters on the rooftops that lead to the Monument Island Gateway, because the girl he needs to rescue is supposed to be on that island.
The locations of all BioShock Infinite collectibles in Chapter 4 are revealed in the next collectibles guide, and it is advised to be used in combination with the screenshots at the end of the guide.

Immediately after you acquire the shield, you can collect the first BioShock Infinite Voxophone in Comstock Center, inside the kitchen. It is on the left side, on top of the sideboard.

After you get the machine gun, fight off the enemies until you reach a roof that has skylights.
Break the windows to drop down inside the house (or you can use the balcony). Then use the stairs (only the first two sets of stairs) to find a smaller bedroom.
Inside, on a shelf, is the second BioShock Infinite Comstock Center Voxophone.

When you get outside the house with the printing machines, turn right (it doesnt matter which door you use to exit). Pass the vending machine, behind the tent, is the fourth BioShock Infinite Kinetoscope in Chapter 4.

From the previous BioShock Infinite collectible, head down the stairs, where the stage is located. Search for the third BioShock Infinite Comstock Center Voxophone on the stage.

After you enter the building thats behind the statue depicting Comstock killing a serpent, cross the lobby and head inside the room thats on the left side (as your facing the statue of John Wilkes Booth).

Next, follow the stairs to reach a large hall with many cultists. After you get rid of them, go downstairs to locate the fifth BioShock Infinite Voxophone on one of the benches.

After you use the elevator, you arrive in an area with a video projector. Head inside the room to your left and search the desk thats on the other end of the room to find the sixth Voxophone.

Telescope #1
Next, you need to defeat a new type of enemy in order to acquire the Murder of Crows Vigor. After you kill the soldiers with your new Vigor, head outside and look toward the gondola station.
You should see a floating gondola next to your location (it is parked alongside the balcony).
Jump on the gondola and look through the BioShock Infinite Comstock Center Telescope.
The next chapter, Monument Island Gateway, starts after you use the grappling hook one last time before entering the gondola station.
